24th Annual Regional & Community Bankers Conference
The 24th Annual Regional & Community Bankers Conference will be held on Wednesday, November 12, 2025, from 1:30 p.m. — 5:00 p.m. at the Federal Reserve Bank of Boston.
The conference will be held in person and will include a variety of speakers who will offer insights on how New England's regional and community banks may evolve to effectively navigate changing economic and business environments. A cocktail reception will follow the conference.

Chris Haley, Executive Vice President and Director of Supervision, Regulation & Credit, Federal Reserve Bank of Boston
Chris Haley is the executive vice president and director of the Supervision, Regulation & Credit department. A 30-year veteran of the Bank, Chris serves as the senior supervisory and regulatory advisor to Bank leadership and represents the Bank in interactions with the Board of Governors, Reserve Banks, and other supervisory agencies. He also serves on the Bank’s Executive Committee. His duties include membership on the Federal Reserve System committee that executes the Fed’s supervisory responsibilities and on the Large Institution Supervision Coordinating Committee, or LISCC, which provides strategic oversight of the system’s most complex financial firms. Prior to his current role, Chris served as the head of the local LISCC Unit which includes several teams involved in the supervision of systemically important firms from 2018-2020 and as the Head Large Bank Supervision from 2007-2018. Chris previously served as the Central Point of Contact for State Street Corporation, Royal Bank of Scotland’s US Operations, and TD Banknorth Inc.
Chris holds a BA from Northeastern University and an MBA from Boston University.
Domonic Purviance, Supervision & Regulation Expert, Federal Reserve Bank of Atlanta
Mr. Purviance serves as a Subject Matter Expert within the Supervision Regulation and Credit Division at the Federal Reserve Bank of Atlanta. In this function, Mr. Purviance is primarily responsible for conducting an ongoing assessment of risks associated with residential real estate markets and the potential impacts they may pose to the financial system. This includes analyzing conditions within individual markets as well as the impacts of external forces on real estate. In addition, Mr. Purviance is responsible for developing real estate related analytical reports and tools utilized internally throughout the Federal Reserve System to aid in risk surveillance and banking supervision as well as external tools such as the Home Ownership Affordability Monitor (HOAM). Mr. Purviance also frequently engages in public outreach on the behalf of the Federal Reserve by speaking at public conferences and events as well as contributing commentary to the Beige Book, a publication produced by the Federal Reserve on economic conditions by district.
Prior to joining the Federal Reserve, Mr. Purviance served as the President of Market Advisory Services, LLC, a research and consulting firm that provides analytics for developers, homebuilders, and lenders to assist in property valuations and to help assess the viability of submarkets for new development. Mr. Purviance also previously served as a Senior Consultant at Metrostudy, a residential real estate research company, where he was responsible for the firm’s consulting operations in the Atlanta region.
Mr. Purviance received his B.A. in Urban Planning from Morehouse College and his Masters in City and Regional Planning from Georgia Tech.
Larry Pruss, Managing Director, Strategic Resource Management Inc.
Larry Pruss is Managing Director at SRM where he leads thought leadership on faster payments, digital assets, and emerging technologies such as AI and quantum computing. Larry has over 30 years of experience as a strategist, adviser, and speaker.
Larry is a Fellow at the Digital Euro Association, an active member of the U.S. Faster Payments Council and a board advisory member. His background includes senior leadership roles at National Bank of Canada, Profit Insight, Bank of America, and MBNA. Outside of work, he serves as an emergency responder with the Centre County Search and Rescue Team in Pennsylvania.
David Palmer, Lead Supervisory Financial Analyst, Federal Reserve Board of Governors
David Palmer is a lead supervisory financial analyst in the Division of Banking Supervision and Regulation at the Federal Reserve Board. He focuses on several primary topic areas, including banks’ model risk management practices, banks’ and supervisors’ stress testing activities, banks’ capital planning practices, third-party risk management, and banks’ use of new financial technologies. He engages in both policy-related projects as well as on-site examinations. He was a primary author of the Federal Reserve’s Supervisory Guidance on Model Risk Management (SR 11-7), issued in April 2011 jointly with the OCC (and subsequently by FDIC). David was a contributing author to the banking agencies’ Supervisory Guidance on Third-party Risk Management (SR 23-4), issued in June 2023. He continues to lead the implementation of both pieces of guidance within the Federal Reserve. David has also been involved in evaluating supervised firms’ use of artificial intelligence/machine learning. He has a bachelor’s degree from Oberlin College and a master’s degree from Georgetown University.
Susan M. Collins, President & Chief Executive Officer, Federal Reserve Bank of Boston
Susan M. Collins is president and CEO of the Federal Reserve Bank of Boston, which is part of the U.S. central bank. She is a participant on the Federal Open Market Committee, which sets U.S. monetary policy.
Collins oversees all of the bank’s activities – including economic research and analysis; banking supervision and financial stability efforts; community economic development activities; and a wide range of payments, technology, and finance initiatives.
Collins is a widely published international macroeconomist with a lifelong interest in policy and its impact on living standards. She has served as a provost, dean, professor, research scholar, and board member at a variety of universities and organizations, including the University of Michigan, the Brookings Institution, Georgetown and Harvard Universities.
Collins earned her doctorate in economics at the Massachusetts Institute of Technology, and her undergraduate degree at Harvard.
Steven Fay, Vice President, Supervision, Regulation & Credit, Federal Reserve Bank of Boston
Steven Fay is a vice president in the supervision, regulation and credit (SRC) department at the Federal Reserve Bank of Boston. Steven oversees the management and administration of the Regional & Community unit, which supervises state member banks and bank holding companies, including savings and loan holding companies, $100 billion and under in total assets.
Steven holds a bachelor's degree from Connecticut College in economics and an MBA from Bentley University. Steven also received the Federal Reserve System's 2013 William Taylor Award for Excellence in Banking Supervision.
