Housing plays a critical role in the U.S. economy. Housing services account for a large share of personal consumption expenditures, and swings in residential investment can matter significantly for output fluctuations. At the household level, buying a home is typically the largest investment a family will make, and housing costs, whether through rent or ownership, comprise a large share of household budgets. Recent years have seen sharp increases in rents and house prices, straining family finances and raising questions about how housing inflation should be measured. Going forward, slowing population growth and the aging of the population may reshape housing demand across regions and in the nation as a whole.

This conference examines key challenges facing the U.S. housing market through multiple lenses. How has the relationship between housing and the macroeconomy evolved, and what does that evolution imply for monetary policy? How should policymakers measure housing costs when most Americans own homes but inflation indexes focus on rents? What role do zoning regulations and construction productivity play in housing affordability? By convening researchers, policymakers, and local practitioners, this conference will explore how research and experience can inform housing policy and thereby improve outcomes for American families.
