Vermont fiscal expert, Maine researcher join New England Public Policy Center advisory board
Byrne, Damicis named to Boston Fed board that advises center on emerging research, sharing findings
The Federal Reserve Bank of Boston announced Thursday that Emily Byrne and Jim Damicis have joined the New England Public Policy Center advisory board.
Byrne is from Vermont and has nearly 15 years of experience in state government. Damicis is from Maine and has worked in research and analytics for more than 30 years.
The New England Public Policy Center, or NEPPC, was founded in 2005, and it’s part of the Bank's Research department. It informs regional policymaking by producing and sharing evidence-based research and analysis on New England’s economic issues. Some of its recent work has focused on education, the workforce, and housing. Board members advise the center on emerging research and how to best share findings with policy leaders in their states and communities.
Boston Fed Vice President Jeffrey Thompson, who directs the center, said the board looks forward to welcoming Byrne and Damicis.
“We appreciate that Emily and Jim are both longtime residents of Northern New England,” Thompson said. “The center will benefit greatly from their perspectives – both as community members and experts in their fields – on our region’s top economic issues.”
Details about Damicis and Byrne follow:
Byrne is the deputy fiscal officer for the Joint Fiscal Office of the Vermont General Assembly. Previously, she worked in various financial roles in the state’s legislative and executive branches. Her work has primarily focused on the state budget and the nexus between state fiscal management and policy implementation.
Byrne holds master’s degrees from Syracuse University and the SUNY College of Environmental Science and Forestry. She has a bachelor’s in economics and international relations from the University of Wisconsin – Madison.
Damicis is the senior vice president of Camoin Associates, a national economic development consultancy firm. He has led analyses and strategies for economic, workforce, and community development across the country for several decades.
In 2009, Damicis founded PolicyOne Research, a research and analysis firm that served private and public clients in the Northeast before merging with Camoin Associates. He previously served as the director of research and policy of the Maine Science and Technology Foundation. Damicis started his career as director of research for the Miami Municipal Association.
