The Federal Reserve Bank of Boston will be conducting Federal Reserve Intra-Day & Overnight Credit and Reserves Management Seminars in Boston on Wednesday, November 1, 2017. The Seminars provide high-level overviews of key concepts and related reference materials, and provide an opportunity for attendees to raise and discuss related questions in the seminar setting. Attendees may choose to enroll in one or both sessions based on their level of interest in the topics covered. A high-level overview of the seminars is provided below.

Federal Reserve Intra-Day and Overnight Credit (8:30 a.m. – 10:45 a.m.):

The session will encompass overviews of Payment System Risk policy, including options for monitoring/managing Federal Reserve accounts, and Federal Reserve financial institution borrowing and collateral programs. Topics reviewed, including the types of collateral that institutions may pledge to secure intraday and overnight credit, and the Borrower-In-Custody (BIC) program, which allows institutions to pledge loans while retaining the documentation on their premises.

Targeted Audience:

The material is targeted to financial institution staff that have direct responsibility for, or a general interest in, funding an institution's Federal Reserve account, establishing or understanding net debit caps, monitoring daylight credit usage, maintaining Discount Window readiness, and/or managing collateral pledging processes. This session would be informative for institutions considering a BIC arrangement or existing BIC participants that would like to stay apprised of developments relating to BIC and other programs.

Reserves Management (11:00 a.m. – 1:00 p.m.):

The session will provide an overview of financial institution Reserve requirements and programs, Reserves Management, and FR 2900 reporting. It will highlight how changes to an institution's reserve position can impact its account balance management throughout the maintenance period, and common reporting errors related to deposits reporting. Information on current Federal Reserve programs, such as the Term Deposit Facility (TDF) and Excess Balance Accounts (EBA), will be reviewed.

Targeted Audience:

The material is targeted to financial institution staff that has direct responsibility for, or a general interest in, reserve requirement management and administration, and deposit reporting. This session would be informative for institutions with questions on reserves management or that would like to stay apprised of developments relating to reserves programs.

Registration

There is no fee to attend the Seminars and no limit on the number of staff that can attend. We plan to make these seminars available in a remote-delivery format later in the year for those who were unable to attend the Boston seminars in November. Once this material is available online, we will notify depository institutions of the location and link via e-mail. We suggest that attendees plan to arrive at least 15 minutes earlier to allow for entry through building security, which will require you to present identification, and registration. The Connolly Room, where the Seminars will be held, will be open and available at 7:30 a.m. on the morning of the seminar.
